COMRU PASRR LOC Training

The Preadmission Screening and Resident Review (PASRR) is a federally mandated screening process that requires all applications (regardless of payment source) to a Medicaid Certified nursing facility bed be given a preliminary assessment to determine whether they might have a serious mental illness (SMI), an intellectual disability/developmental disability (IDD/DD), a related condition, or any combination thereof. This is called a Level I Screening. Applicants who are suspected of having a SMI, IDD/DD, or related condition then receive a Level 2 Screening which is an in-depth screening that determines need, appropriate setting, and includes recommendations for services to inform the applicant’s plan of care.

In addition to the PASRR process, a review of care needs must be conducted to determine if the applicant’s needs meet Nursing Facility Level of Care (LOC) criteria. LOC must be met for MO HealthNet to cover the cost of long-term care.

When an individual is seeking admission to a Medicaid certified nursing facility bed, a PASRR Level I Screening and a Level of Care (LOC) application must be submitted to the Department of Health and Senior Services (DHSS), Central Office Medical Review Unit (COMRU) for review and evaluation.

COMRU has scheduled monthly orientation training to review the requirements of the PASRR and Nursing Facility LOC application process. These online trainings are one hour long, and each training has a limited number of attendees.
