1915(c) Home and Community-Based Waivers (HCBS) Department of Health and Senior Services (DHSS) Waivers
1915(c) Home and Community-Based Services (HCBS) waivers are designed to provide a home and community-based option for participants with unmet needs who would otherwise require placement in either a nursing home or intermediate care facility for individuals with intellectual disabilities (ICF-IID).
The authority of these waiver programs is a federally approved waiver under Section 1915(c) of the Social Security Act, which allows a state to include HCBS not otherwise covered by the State Plan. Some of the services offered by these waiver programs are already covered under the State Plan, but under the waiver, the program limitations are removed or expanded to meet the extensive needs of the participants. Under a waiver, certain services that could not otherwise be reimbursed under Title XIX may be provided to a select group of participants to provide an alternative to institutional care.
The waivers listed below are administered by the operating agency, which is the Missouri Department of Health and Senior Services (DHSS). The MO HealthNet Division (MHD), the single-state Medicaid agency, provides the oversight of these waivers.
