Supplemental Nutrition Assistance Program (SNAP)

The United State Department of Agriculture Food and Nutrition Services (USDA-FNS) issued new guidance on November 4, 2025 confirming that federal funding has been partially restored, allowing states to issue partial November SNAP benefits. DSS will continue to accept and process SNAP applications, reported changes, and mid-certifications received on or after November 1, 2025, as normal. DSS is working diligently with their EBT vendor to ensure that benefits are issued in a timely manner. FNS will be in communication with Missouri and all states as updated information becomes available.  DSS remains in contact with USDA and community partners to ensure families are aware of available food banks, pantries, and local resources that can provide immediate assistance while the federal government works toward a long-term resolution.

Frequently Asked Questions

Will I receive my SNAP benefits in November?

The USDA announced on November 4, 2025, that federal funding has been partially restored, allowing states to issue partial November SNAP benefits. Previously, due to a federal government shutdown, full benefits could not be paid. Court rulings on October 31 required the USDA to resume payments, leading to this new guidance, which alleviates some uncertainty for families, although they will not receive their full benefit amount.

Further information on the timeline of benefits being issued will be provided by DSS as it is made available.

Can I still use left-over benefits from previous months in November?

At this time any benefits currently left on your EBT card from previous months can be used. 

Will my cash assistance/TANF EBT card stop working as well?

This will have no effect to TANF households at this time. These benefits will be normal with no lapse. 

Can I still apply for SNAP and other programs during the government shutdown?

Yes, you can apply for any services we provide. The Family Support Division will take your applications and process your applications as normal.

If you are approved for SNAP benefits in November, no benefit can be provided until the Food and Nutrition Service (FNS) allows benefits to be released. 

If I am repaying some of my SNAP benefits back to FSD out of my monthly SNAP allotment, will they take that amount still? 

Yes, the amount that is being recouped from your monthly SNAP allotment will still be taken out once the federal government releases funding for SNAP benefits. 

How is Missouri Medicaid, or MO HealthNet affected by the federal government shutdown?

The current federal government shutdown only affects the subsidies for health insurance purchased through the Market Place. MO HealthNet continues to be fully funded and benefits will not be closed or adjusted due the shutdown. 

How are MO HealthNet annual eligibility reviews changing?

Annual eligibility reviews continue to take place and need to be addressed by the recipient or their authorized representative as soon as they are received. Annual renewals are not changing as a result of the federal government shutdown.

The Catholic Social Ministries Food Pantry is a joint effort by both St. Mary Cathedral Parish and Old St. Vincent's Chapel of Ease in Cape Girardeau, MO.

Southeast MO Food Bank

Southeast Missouri Food Bank has 140-member agencies, including pantries, soup kitchens and shelters across the 16 counties we serve. People needing food assistance should visit the pantry or soup kitchen closest to their home in the county they live. When visiting a pantry, please bring your photo ID or a document that confirms proof of residence, such as a utility bill or bank statement. 

DAEOC Food and Nutrition Resources

Delta Area Economic Opportunity Corporation (DAEOC) assists those living in poverty across six Missouri Bootheel counties: Scott, New Madrid, Mississippi, Stoddard, Dunklin, and Pemiscot.

Ozarks Food Harvest

Ozarks Food Harvest is the Feeding America food bank for southwest Missouri, serving 270 hunger-relief organizations across 28 Ozarks counties. The Food Bank reaches nearly 70,000 individuals monthly and provides more than 21 million meals annually.

Crosslines Ministries of the Joplin Area provides emergency services that improve the overall health and welfare of  individuals and families in the Joplin, Carl Junction, and Webb City areas.

The Independent Living Center r (TILC) has an onsite Food Pantry. Our pantry's main provider of food supplies is Ozarks Food Harvest. Our pantry is open to the public from 8am-4pm Monday through Friday.
